In the ACT every removal job is licensed work, whatever the amount. Removing it yourself at a home that is not a workplace is a strict liability offence, with a maximum penalty of 30 penalty units, or A$4,800 for an individual at A$160 a penalty unit (our calculation from those two lines).

Four facts that change the job

  • Every removal is licensed In the ACT any asbestos removal from a home or a workplace must be done by a licensed removalist. The ACT removed the national model regulations' exception for small areas of non-friable asbestos.
  • Only an assessor may test it Identifying asbestos, taking samples, monitoring the air and clearing a job afterwards is done by a licensed asbestos assessor, and the assessor's licence covers more here than in other states.
  • WorkSafe hears first The licensed removalist gives WorkSafe ACT written notice at least five days before removal starts, and tells the household and the neighbours.
  • Disposal changed on 1 July 2026 The free household disposal allowance was cut from 250 kg to 60 kg. Loads over 60 kg are booked and charged.

Asbestos Removal across Canberra

A Canberra home constructed or refurbished before 1990 is likely to contain asbestos-containing material. Only a licensed asbestos removalist may remove it: a Class A licence for friable asbestos, a Class B licence for non-friable (bonded) material such as fibro sheeting. Identifying, sampling, monitoring the air and clearing a job afterwards is separate work, done only by a licensed asbestos assessor. More than 1000 Canberra homes had raw asbestos crushed and blown into their roof spaces as loose-fill insulation between 1968 and 1979, the "Mr Fluffy" insulation, and the ACT Government's own Register is the place to check before any work starts.
